On February 11, 2025, the PPWR Regulation came into force. This legal act will be applied from August 12, 2026, i.e. 18 months after its entry into force. The most important changes for the cosmetics industry include updates to the rules on product packaging. The legislator emphasizes the use of recycled plastics in the production of packaging, minimizes single-use packaging, and also requires packaging to be recyclable according to specific criteria.

One of the most important changes is the change in the scope of miniature packaging. From January 1, 2030, , the production of miniature (and therefore disposable) packaging for shampoos, shower gels, and other cosmetics, personal hygiene products, and toiletries used in the accommodation sector exclusively for individual reservations and intended to be discarded before the arrival of the next guests will be restricted.
